The Aging BABUS of Himachal

How young are Government employees of Himachal Pradesh?


We used the Likely Retirement Date data of approximately 2 lakh employees of Himachal Government. We have assumed retirement age of 58 years and calculated their age as on May11, 2023. The salient outcomes:


1. The average age of all employees is 46 years. 40% of all employees are in “51+ years” age group. In a way, 80,000 employees will be retiring in the next 8 years!



2. The five largest departments, which account for 70% of total employees, the numbers are as under:




Employees in HPPWD and Jal Shakti Vibagh have average age of 51 and 50 years, respectively. Employees of these two Departments are supposed to be in the field to provide their service. Will their age meet the physical challenges of field work, that too in hills!


The Police Department is the only department with an acceptable average age.


3. The lowest strata of employment hierarchy, 20% of all employees, are all above 50 years of age.



No “Replenishment” hiring is taking place for this group of employees.


What does the data tell us?


We look forward to readers’ input about interpretation of this data. And its consequences on Financial health of Himachal Government.


Note: The data is only of permanent employees of 79 departments of Government of Himachal. Permanent employees of Boards, Authorities, Commissions, Universities, Corporations, PSUs, etc are not covered in this article. We are searching for similar data pertaining to such entities.
